Oregon Constitutional Amendment Proposed to Reduce Legislator Walkouts

A proposed amendment to the Oregon Constitution that would change the number of legislators needed to be present for business to be conducted is under consideration in Salem. A public hearing on Senate Joint Resolution 4 is scheduled before the Senate Rules Committee on Thursday, March 18, 2021 at 1 p.m.  SJR 4 proposes amending the Oregon Constitution to modify the number of legislators needed to be in attendance for the quorum necessary for each house to conduct business.

The proposal comes after increasing incidents in recent years of walkouts during legislative sessions, effectively stopping the lawmaking process.

Public comment can be submitted electronically or live by video or phone during hearing.

Written testimony must be received within 24 hours of the meeting start time
